[Français] En novembre 1947, l'Assemblée générale approuva un projet pour la partition de la Palestine, portant création d'un Etat arabe et d'un Etat juif, Jérusalem devant être dotée d'un statut international. Le projet ne fut pas accepté par les Arabes palestiniens ni par les Etats arabes. Le 14 mai 1948, le Royaume-Uni renonça à son mandat sur la Palestine et l'Etat d'Israël fut proclamé. Le jour suivant, les Arabes palestiniens, appuyés par les Etats arabes, ouvrirent les hostilités contre Israël. Le 29 mai 1948, le Conseil de sécurité, dans sa résolution 50 (1948), a demandé la cessation des hostilités en Palestine et a décidé que la trêve serait surveillée par le médiateur des Nations Unies avec l´aide d´un groupe d´observateurs militaires. Le premier groupe d´observateurs militaires, connu par la suite sous le nom d´Organisme des Nations Unies chargé de la surveillance de la trêve (ONUST), a été déployé dans la région en juin 1948. En 1949, les observateurs militaires de l´ONUST restèrent pour surveiller l´application des Conventions d´armistice entre Israël et ses voisins arabes, qui furent pendant de longues années le principal fondement d´une trêve précaire dans toute la région. Les activités de l´ONUST se sont déroulées, et continuent à se dérouler, sur le territoire de cinq Etats avec lesquels il entretient des relations (l´Egypte, Israël, la Jordanie, le Liban, la République arabe syrienne). La présence d´observateurs militaires prêts à entrer en action presque immédiatement après le lancement par le Conseil de sécurité d´une nouvelle opération a énormément contribué au succès de ces opérations. Au Moyen-Orient, des groupes d´observateurs militaires sont aujourd´hui attachés aux forces de maintien de la paix déployées dans la région : la Force des Nations Unies chargée d´observer le dégagement (FNUOD) dans le Golan et la Force intérimaire des Nations Unies au Liban (FINUL). Un groupe d´observateurs reste dans le Sinaï pour maintenir une présence des Nations Unies dans cette péninsule. Il y a également des groupes d´observateurs à Beyrouth et à Damas. [English] In November 1947, the United Nations General Assembly endorsed a plan for the partition of Palestine, providing for the creation of an Arab State and a Jewish State, with Jerusalem to be placed under international status. The plan was not accepted by the Palestinian Arabs and Arab States. On 14 May 1948, the United Kingdom relinquished its mandate over Palestine and the State of Israel was proclaimed. On the following day, the Palestinian Arabs, assisted by Arab States, opened hostilities against Israel. On 29 May 1948, the Security Council, in resolution 50 (1948), called for a cessation of hostilities in Palestine and decided that the truce should be supervised by the UN Mediator, with the assistance of a group of military observers . The first group of military observers, which has become known as the United Nations Truce Supervision Organization (UNTSO), arrived in the region in June 1948. In 1949, UNTSO military observers remained to supervise the Armistice Agreements between Israel and its Arab neighbours, which were for many years the main basis of the uneasy truce in the whole area. UNTSO's activities have been and still are spread over territory within five States, and therefore it has relations with five host countries -- Egypt, Israel, Jordan, Lebanon and Syrian Arab Republic. Following the wars of 1956, 1967 and 1973, the functions of the observers changed in the light of changing circumstances, but they remained in the area, acting as go-betweens for the hostile parties and as the means by which isolated incidents could be contained and prevented from escalating into major conflicts. UNTSO personnel have also been available at short notice to form the nucleus of other peacekeeping operations. The availability of UNTSO's military observers for almost immediate deployment after the Security Council had acted to create a new operation has been an enormous contributory factor to the success of those operations. In the Middle East, groups of UNTSO military observers are today attached to the peacekeeping forces in the area: the United Nations Disengagement Observer Force (UNDOF) in the Golan Heights and the United Nations Interim Force in Lebanon (UNIFIL). A group of observers remains in Sinai to maintain a United Nations presence in that peninsula. In addition, UNTSO maintains offices in Beirut and Damascus. Established in May 1948 to assist the United Nations Mediator and the Truce Commission in supervising the observance of the truce in Palestine. Since then, UNTSO has performed various tasks entrusted to it by the Security Council, including the supervision of the General Armistice Agreements of 1949 and the observation of the ceasefire in the Suez Canal area and the Golan Heights following the Arab-Israeli war of June 1967. At present, UNTSO assists and cooperates with the United Nations Disengagement Observer Force (UNDOF) on the Golan Heights in the Israel-Syria sector, and the United Nations Interim Force in Lebanon (UNIFIL) in the Israel-Lebanon sector. UNTSO is also present in the Egypt-Israel sector in the Sinai. UNTSO maintains offices in Beirut and Damascus.
